Phillips Names Conrad Bolston as Senior Counsel, Environmental Justice and Equity

FERC Chairman Willie Phillips today announced the appointment of Conrad Bolston as Senior Counsel for Environmental Justice and Equity. 

In this role, Bolston is serving as the Chairman’s primary advisor to help the Commission further the goals of its Equity Action Plan that includes reducing barriers to meaningful participation faced by underserved communities and ensuring that the Commission’s natural gas and hydroelectric policies and processes are consistent with environmental justice principles.

Bolston comes to FERC from Vinson and Elkins, LLP, where he assisted clients in developing and addressing investor reporting, environmental compliance programs, enforcement, permitting strategies and risk management audits involving environmental and energy justice considerations. 

“Environmental justice and equity are among my top priorities and Conrad is the perfect choice to spearhead these efforts at FERC,” Chairman Phillips said. “Conrad’s unique experience in these areas, together with his connections with environmental justice community members, industry representatives and government leaders, will assist us in better incorporating environmental justice and equity considerations into our decisions.”

Prior to his time at Vinson and Elkins, Bolston served as an Associate Counsel at both Morgan, Lewis and Bockius, LLP, and Bingham McCutchen, LLP. He holds a bachelor of science in Environmental Science and Policy from the University of Maryland, and a Juris Doctor from the Georgetown University Law Center.
